Holed Mexican Coin For A Government Document?

I just picked up the Maximian 1864 5 centavo from Mexico. The coin is gem, except where it is holed and hung with a tri-color ribbon. The dealer I got it from said or was from a government document. Has anyone every heard of that? If so, it's a neat piece of history.

I am trying to determine if the dealer was correct. Does anybody have any leads? The coin was gem when it was holed, so it likely was done then.
