The name of this country does not begin with S.
As for the credit card question, my understanding is that company specific credit cards have been in use since the 1920s. but the first "universal" credit card was Diners CLub, first issued in 1950.
Since gamemaster is an omnipotent role, I will use my broad powers to assume this question referred to universal credit cards. No, no such card had been used when this coin was issued.

The only countries I can think of are Portugal, the Netherlands, and Vatican city, what are the others I am missing, not a question for the gamemaster.

Well since the date seems to be narrowed to between 1933 and 1949, so my next question is: was this coin was minted prior to the attack on Pearl Harbor?

Netherlands, Poland, Portugal and Vatican City are all in at this point.
Clue: The country of issue has a form of government which is unique for its continent, but somewhat more common in other parts of the world.
Indeed, this coin bears a date before the U.S. entered World War II.

I realized when you asked the question that Y was ambiguous, so I went looking for definitions, and came down on the side of feeling that Y was most often considered a consonant.
