There are 12 monarchies currently in Europe.
Four are in Northern Europe. Five are in Western Europe. Three are in Southern Europe.
None are in Eastern Europe.

So it was minted in Europe (England probably) but the country of issue may or may not be in Europe.
Not Canada or USA.
