I'd say a coin that has no silver or gold (or platinum, palladium, etc) has no precious metal content. I.E. copper, zinc, iron.
So that wasn't a bad question.

Well, it looks like Catalonia or Valencia assuming the Spanish States comment wasn't a complete diversion!

Now we need a denomination I guess. That will help determine which of the two states it is.

But dont forget about Billon /#712;b#618;l#601;n/ is an alloy of a precious metal (most commonly silver, but also gold) with a majority base metal content (such as copper). It is used chiefly for making coins, medals, and token coins.
Which this coin is not.
