Sounds like it is either a 1897 or an 1898 3 Pence. I'll pick the 1897 3 Pence, but note that they have almost identical mintages so it is a toss-up.

Yes, sorta. Your question assumes that the date is listed on this coin, which it might or might not have (potential future question...) I can confirm that at least part of a human is depicted on at least one of the sides though.
