Nah... I think for some of those places it might be a bit ambiguous, so...

For clarification purposes, I would consider these places on the "east of Appalachians" list:
Maryland (though a bit of it is IN the Appalachians)
Connecticut
Hudson NY
Providence, RI
Long Island
York County, ME
Bridgeport, CT
Lynchburg, VA (in the foothills, but still east)
Albany, NY
Columbia, SC
Delaware
Gettysburg
Norfolk, VA
