This is got to be DD right.? I see Doubling on both sides....I'm pretty sure. I couldn't find this one in the DDO listings for 1980s Washington Quarter.
VLDS die is making the obverse devices on the date to move to the rim on the top part of the '5'. The reverse is showing Machine Doubling on the outer edges of devices. All the devices are the same size as normal, but there is die wear present on this coin. So it is a spender.
Actually it is moving towards the rim. The devices move in the direction of the closest rim. Not the die wear progression from the same year/mint on these coins: Getting further south on the devices. Even your coin is showing more direction wear than the examples I posted.
