VLDS stands for Very Late Die State. This die was at its end of its useful life. Very heavy Die Deterioration and heavy die flow lines are showing. 1982 and 83 were embarrassing years for coin production. Fresh from the mint and free from marks VLDS coins could theoretically grade MS-67 but they would make for some BU (butt ugly) 67s.
