The planchet is the correct weight for that year.
It has a protorim so it went through the upsetting machine.
My thought is the ridges on the edge may stem from a damaged die when the blanks were punched from the coin metal sheets. This could have left ridges on the blank that would not disappear when it became a planchet in the upsetting machine . If this coin had been struck in collar the ridges would be gone but it wasn't confined by the collar.
Conjecture.

It's just Wrapping Machine Damage. Since the coin is wider than normal, the rims get scratched going through the machinery.

I believe it is the correct planchet and do not think it is the wrong planchet.

Hi! Interesting find.


Tanman2001, has a very, very plausible answer to how this happened. So we'd be looking at a legit mint error, and PMD also.

Very interesting find. I had a long reply of speculation involving a lathe and a straight knurling tool, but Tanman2001 I think has it pegged with his link.
