My first thought is a lead seal with an Arabic/ Persian/ Turkish inscription, possibly a name (X bin Y).

For example, compare this Ottoman lead seal on VCoins. Not an exact match by any means but conveys the general idea, I think. 18-MM-Silver,-5.60-G.--Some-Rulers-Tamgha?

I can see this as lead and a seal, and that may be as far as we go with this piece. Clearly it was only stamped on one side as the reverse is very smooth. Thanks!
