I'm too lazy to go through population reports on the PCGS and NGC sites. Anyone know offhand what the oldest graded MS70 coin is?

There's going to be a different answer based on company. For MS 70 for PCGS it is almost certainly 1983, I believe the same is true for NGC. PR its before 64 but I don't feel like going through every coin series to nail it down.

For world coins who knows those pop reports being so broken up by country would take far far to long to find
