Using seller pics. Are these rusty spots problematic? And what's that black spot?

The angles are trying to recreate luster. I'm wondering if it's been cleaned. The 'rusty areas' could be caused by chemicals used to clean?

the spots are oxidation. they do not affect technical grade but do affect eye appeal, and they are distracting on a white coin like this one. coin looks au/bu but these pics do not allow a clear assessment of the surfaces.

I like how clean it looks but if it's been cleaned it's not worth much anymore

with NS. Problem spots most likely from insufficient rinse after dipping.

Peripheral toning is perfectly acceptable.
