The master hub was swelling outwards and creating all other Master dies, Working Hubs and working dies to show this issue. The Master hub was created in 1983: Note the progressive swelling of the master hub as each year made the devices closer to the rim: Even Machine Doubling pushed the devices on the rims in 1982: Circulation and vending machines flatten the motto area.
