For what it's worth, Poor's Manual of Public Utilities: Street, Railway, Gas, Electric ..., Volume 1, page 473, mentions the Water Gap and Portland Street Railway, a street railway in Pennsylvania, that merged with another railway in 1911 to form the Stroudsburg, Water Gap and Portland Street Railway.
