Not damage. Looks like late die state and typical mushy strike for the year. Also seen on dimes of that year.

A Late Die State coin with Die Deterioration (breakdown of the die from usage). Die flow lines are apparent. Not an error here, but part of normal wear and tear on the dies, from the normal consequences of die use.

The dies were nearing the end of their useful lives.
