Obverse fields look a bit scuffed. I'll say MS-63, possibly 64.

Sharp photos are necessary for numerical grade determination. The best I can see is 63, but it might make 64 if the out of focus open fields are better than they look here.

Best I can do with my I phone. and not going to spend money on a setup to take photos. When I can use that to get a new coin

Certainly understandable, Keith. I have bought and sold a lot of Commemoratives over the decades and I can usually get awfully close to the current grade identification.

I would never ask someone to spend money for anything other than coins. But I hope you will understand that making purchase decisions based on uncertain grades (at least from me) isn't a great idea. You may not be doing so, but if you are, that caveat is appropriate.
