not quite clear enough. first guess a post mint stamp punch. not mint related, but its not clear enough to be certain...

If you can get better pictures, we can give better answers. From what I see, it looks like it may be a lamination issue.

SilverCents, Lincoln Memorial Cents were not plated back then, so that would be impossible. They were mostly pure Copper. Lincoln Memorial Cents weren't Copper plated until 1982. I am pretty sure this is a Lamination error.

Oh for goodness sake, before I mentioned that it could be a plating issue I searched up the composition of the 1963 cent and it said 95% copper and 5% zinc. Guess I thought the 5% zinc was the plating. Well, all I can do is learn.

1943 cents were zinc plated (coated). They are also silver in color because...zinc. The only cents that are not an alloy are the 1943 and 1983-present coins. 1982 saw many as well, but not all.
