Can you post a clear image of motto. For some reason WE in IGWT looks doubled to me. Might be just the quality of pics!

Agreed, if the slashes are not raised then they are certainly PSD/PMD.

Fresh copper look = scratch, had the incused area been the same toning as the rest of the cent I'd think on the lines of a struck through...
