to CCF...I'm not familiar with your term "Blank whitehouse"..but IMO your coin has suffered from PMD...its value is stamped on the back...

I would say post strike damage, the rev has been deliberately ground down. And that isn't the White House, see under the building where it says Monticello. That was the name of Thomas Jefferson's home in Virginia.

To CCF! Pictures are good enough to rule this out as Post Strike Damage ( PSD) 100%. Not an error coin. It can be safely spent, as it's only worth face value.
