They are called "magician's coins". Some were made purely as advertising / good luck pieces. Some were made as part of a "learn to do magic" kit. Some of the latter of those are gimmicked, for doing a trick with - perhaps hollowed out, or with springs or switches inside.
On the Numista page for this token, it says they were issued in one of those "magic tricks for beginners" kits, in the early 20th century.
Given the odd rim your piece has, I think it might be one of those gimmicked coins.
