Devices are reduced in size, so it's Machine Doubling unfortunately. Not a Doubled Die Obverse. If it was, then the devices would actually be increased in size.

Thanks Errers...such is my luck I guess...have a 1916 Merc with what appears easily as full bands...everyone said if I had the Denver minted coin, then my luck would have been much better on having quite the find...oh well...back to the mass of coins to pour over...thanks again for the help
