2000-P Washington Quarter- Off Center? Broadstrike?

I received this as a gift from a dealer I know at my Local coin show many months ago. I have forgotten to post about it until now. It was labeled broadstrike, but I am unsure if that is correct. Any ideas?

Looks like a Partial Collar error. It's too centered to be a Broadstrike.

It's funny. When you look at the edge, you think the area with out the reeds are smaller in diameter? But just the opposite, the partial reeded area is the smaller. Why? Because it is forced into that shape by the collar. So what is not in the collar Swells outwards:

So planchet area outside the collar, is not contained by the collar and swells outwards on the coin after the strike. (Note the dollar in the image I posted)

That is interesting. So the partial collar strike is the result of the misaligned dies, or it just happens to have both of these errors?
