I don't know if it is an error or not, or if no clad is the correct term.
Also, Do you think it's worth sending to PCGS?

it appears your dime simply has what is called toning. Which means it has changed color from some environmental influence.

Certainly not worth anything other than a dime.

If you carry it in your pocket with other change, you will see the high points start to turn silver in color again. On a missing clad, the color would be a darker red, like the edge of the coin:

More this color. Not the areas where the metal was pulled off the coin on the upper side areas? You can see weakness of the design on those areas. That means the cladding was there, but came off, or helped to come off after the strike. The other area with the red color with the full strike, is showing that the cladding was missing there before the strike. Hope this helps.
