Appears to have simply toned from environmental exposure of some type.

If you do a search on "missing clad layer" you can find many similar questions.

On a coin missing a cladding, they are a lot darker red in color and the devices can be weak on the coin because of the missing metal from the planchet:

Note color and weakness of the strike.
