There seems to be some question or at least I'm not clear as to whether these are circulation strike or proof like.
To me it looks like a normal business strike.
Opinions on the grade please with note of MS or PL?

A bit of a misnomer with these. Issued in pliofilm sets, much like PL sets of the day. But they were not struck to the same PL quality that the uncirculated sets were done.

It was only issued as a test token, TT-1.12A, as part of the 1999-P multi-ply plated steel coinage test token set. Almost every third party grading company grades them as an uncirculated business strike...

They are hard to find in nicer grades... (that is, well struck and clean with a nice square rim). You often cannot get a good look at them, unless you cut open the set. It was not cheap, cutting open many sets to get this one I have (and it is really nothing super special)...
