Just damage on the mintmark. The mintmark took a well placed hit, causing the metal to get pushed over and flattened. PSD.

If it were a RPM, then it would be enlarged, but it is reduced.

While the mark on this one looks similar, note that it (RPM on the top) enlarges the device. (Mintmark on the right image) On the damaged punch issue on the coin on the left if not a RPM, just mintmark puncheon damage.
