What's the weight of your coin? I was also wondering if you can get a picture of the rim and edge as well?

I not sure planchets are annealed.
I thought annealing was done to working dies to soften the steel before a second impression was made to strengthen the design.

I would say no form the look, but it would just be a guess. Here is an article on improper Annealing in Nickles: http://www.error-ref.com/improper-annealing/

The ones they show look like they are clad in copper.

Your coin has nothing to do with annealing. Slight chance of it being a Struck Through Grease but looks more like post strike damage.

Rim looks normal. Weight normal 5 grams. The weakness in the strike seems to be confined at the perimeter of the coin's field.

A strike on an improperly annealed blank or planchet is defined as: A coin struck on a blank or planchet that failed to receive the correct amount of heating in the annealing process, or which bypassed the annealing oven, showing on the struck coin as a weakness of the strike, with poor metal flow into the design elements. Not a Improperly Annealed issue. Maybe a Weak Low Pressure Strike? http://www.error-ref.com/weak_strik...rampressure/

Errers: thanks for the great link! I'm leaning towards a low pressure strike. Die adjustment strike? A keeper or spender?

It would be a keeper for sure, if it's that. I'll get Mike Diamond to look at it (a coin expert).
