Yes those a die chips (technically a broken post on the bottom half of the letter B). Pretty common, but a nice find nevertheless.

As a circulated, common date D-mint Wheat cent, it probably has a numismatic value of about 4 or 5 cents. I don't think that the chips add much, but I'm sure that others will weigh in with their thoughts too.

Very common issue. Probably no added premium, since a lot of them had Die Chips in the date and in the letters.
