Yes, that is definitely a clipped, or impartial, planchet strike. Nice!

The Blakesley Effect is clear on the rims opposite the clip.

Kanga, that's not true at all. It's definitely worth well more than face value. Straight Clips are very scarce to find on newer denominations.
