Blazing luster, it could garner a 67 without the spots....but...

Right below the date there was patches of moderate verdigris that have been removed. They didn't do too horrible in the conservation (I've seen much better) but the footprints have been left. The area around the bust/rim has lost some metal IMO. I've seen many of these slip by the TPG's - forgiven by blazing luster and overall eye appeal. MS details

MS-65RB. I think the stains will hold it back from full red.
