IF this is a clash it is well off center and slightly rotated. It is the right direction for a Feeder Finger Die Scrape, but its definition is somewhat lacking to be one. Any thoughts about how to attribute it?

Looks very close to normal. If the obverse die is rotated a bit during the clash, it can affect the location of the should area:

Interesting that the coin itself has about a 11#8304; rotation.

I was just placing it in a flip and discovered that.
