The object appears to be a piece of copper sheet, with the Austrian heraldic eagle embossed into it.
The holes in two corners are for attachment to an army helmet or belt buckle, or other piece of similar military equipment.

Tirol Eagle is plain red. I am unable to identify the breast shield on the eagle. The left side of the shield appears to be lion rampant

It is an Imperial Austrian belt buckle.
