Sorry, but that's not an error coin. That's a coin that has been intentionally grinded/sanded down. PSD.

We'll reverse rim doesn't look grinded down" and it is flush. Can't even feel it with fingers

Damaged coin. The incuse devices on the reverse are Machine Doubling. When the devices are incuse the MD enlarges the devices. (Just the opposite of raised devices. About 70% of these ATB Quarters have MD on the incuse devices. (Whether mind or stronger) Just a face value coin. If there were something of a collectable interest on the coin, the damage removed all premium because the coin is now a cull coin.
