I'm not sure what you are second guessing but it does appear to be MS63ish. I've never seen this secondary market packaging but it's certainly not GSA. Your money might have been better spent on a PCGS graded or GSA packaged '84-CC for about the same price. But it's still all about the coin, right?..

I would not buy anything unless the photos were clear and in focus. you can hide a lot of issues with angles and lighting. maybe MS63 but these photos are so overexposed there is no way to tell if the surfaces are original or not.

photos aren't great but it looks 63 maybe 64 with good eye appeal. there is an ample return policy so no worries. it's a good deal if it grades 63 or better in hand.

thank you all actually it is one of my favorite coins, but seeing grades on other coins I thought I was getting a better understanding, but sometimes seeing the grades is confusing some seem to always be harsh and others seem to make sense.... so I thought I would ask about a coin I like.... Also I know... buy the coin and not the holder, but I really do like this holder the scene is that of 1880's Carson City and it gives the history of the mint.... just an added bonus....
