It's not a '16 and I would be surprised if it started out as a '17. I'm 90% sure it's a counterfeit. I would need better photos and measurements or I would need to study the coin "in hand" to say with surety one way or the other.

As everyone else pointed out, I'm 100% certain that is not a 1916 just based on the most basic of diagnostics required for 16's.
