Didn't you already ask this question? Looks like a third party plating job. Either with silver or platinum.

Can you take full shots of the obverse and reverse? Also, if you have a digital scale, the weight on a 90% silver quarter is 6.25 grams. A clad planchet is 5.67 grams, but may be slightly over that if it's been platted.
