I have seen other posts about this quarter and I am hoping a coin in better condition can give a clearer answer. I understand there is some wild die fatigue happening here but what is going on with the mint mark and the square chunk gouge on George's neck? Thanks for your help coin community!

Welcome to CCF, CoinHI!

The mint mark has a hit on the top. The corner is showing damage. The metal "wave" in front of the D is the result of a very late stage obverse die strike. This could also account for the distorted look of 1 9 8 3 and IN GOD WE TRUST. I see the tell tail lines below Washington's shoulder.

I can't tell if the chunk is raised or incuse. Raised could be a die break that allowed metal to expand into that area during the strike. Incuse could have been caused by a hit or it may be a small strike through.

That's my best guess from the photos.
