I am thinking Inverted Dies Reversed Partial Collar? Compare to the dime here:

It would be more accurately described as an uncentered broadstrike with a stiff collar error. It was struck in with the inverted setup universally used at this time. Since virtually all uncentered broadstrikes show the effect of a stiff collar, referring to the latter as a separate error is probably a mistake. Probably better to call it a stiff collar effect.

My guess would have been broadstruck with a partial collar.
