2015 D Dime Is It A Mint Error Or Damaged?

Second, from your pic, I can't tell if there is something added on top of the surface of the coin that is rough or whether it is the coin itself. If it is on top of the coin, then it is most likely clear glue reside. Otherwise, I agree with the frog.
