This is a first strike mirror brockage, created from a rare anvil die cap to give two reverse images. These are pretty scarce.

Miror brokages
rare from Canadian, U.S. or Royal Mint (except during move from London to Llanstrisant in Wales).
Only scarce with Indian coins of early 20th century.
