Someone said they stopped THE OMM in 1990
But this is very clear , they are still using a hand punch.

it is not a OMM it is a die chip inside of the D mintmark

The post in the center of the D had a chip taken out of it. Not a second mint mark.

The chip had a curve like AN S with a flat top?

I agree, that's a Die Chip, inside the mintmark. It happens a lot, and it's a pretty common occurance.
