What % of this shield appears to be wear vs a weak strike and how can one tell the difference between the two conditions?

Also, how much does a 100% weakly struck coin in general lower the grade compared to the same coin having 100% wear with both appearing virtually the same to one another?

I've always had difficulty distinguishing these.
