Most likely Valentinian II, [SALVS] REI PVBLI[CAE](?). A quick check of LRBC shows a few coins of Valentinian III with similar reverse type but lacking the staurogram/ tau-rho in left field and the captive.

What is the diameter of the coin in millimeters?
Most of the Valentinian II coins are 12-13mm. or larger.
Many of the Valentinian III coins are very small - 10-12mm....or smaller.
