I don't have an answer, but ...
A couple of years ago I was in the market for a 5 Fen coin from the 1950s, and learned that they fetch quite a premium in high MS grades (around $50). So I settled for a circulated example for a few dollars, and guessed that the coins were needed in circulation and that there was no collector demand (or no government interest) for setting any aside for collectors.
For whatever reason, it seems that your Coins of All Nations 1980 cover is highly collectible. Bravo!
Aside from that, you can also find on ebay that slabbed high MS examples of the 1980 5 Fen are fetching over $100, and raw uncirculated examples are fetching $30-40.
Since mintage statistics don't appear to be available, it's hard to know whether this reflects a true scarcity of this year, or some other demand factor, even perhaps counterfetiers buying them up to make more "Coins of all Nations" covers.
