If you hold the penny in the right light you can barely see--almost have to imagine--the 19, not sure if the photo I've included is quite sharp enough to show that. Here it is, and what's the verdict: some sort of mis-strike or flawed die? Or something else? There's no sign of any extra wear that would account for the wraith-like 19.

Probably a Struck Through Grease issue. I don't see any over polishing of the devices.
