Looks like a dye error and restrike overlay. Any chance this one has value anyone?

It looks like something foreign is on the surface of the coin. Maybe an adhesive of some type? If that were removed, the coin looks normal to me. I am new, however, so I am eager to hear what others say.

Most likely glue. If you really wanted to try to remove it with pure acetone.

But I wouldn't waste time on it.

Surface staining to be sure. It looks more like rust transferred from something steel, but could be glue residue. It isn't a mint error so the coin is worth just face value.
