Not sure what is your question, but here's a comment anyway.

PCGS lists a value of $725 for this date in MS-66; that would be full retail price for a PCGS-graded coin. ICG grading is generally considered less reliable and/or less salable than PCGS, especially for mint state coins. Therefore, ICG-graded coins usually trade at a discount. This particular piece might technically merit an MS-66 grade but doesn't have particularly strong eye appeal IMO. The spotty toning and somewhat weak strike don't help. The net result is a coin that is unlikely to fetch anywhere near the PCGS high-retail price guide value. I suspect it won't easily sell even at $410.

I've purchased nice coins from this seller (Eternity Coins) and would recommend them. If you are tempted by the coin by all means contact them and negotiate your best price. Perhaps you will be happy with the coin which of course is the whole point.

It has nice toning that some collectors preferred, maybe do a cross over to PCGS or NGC and hope it would keep the same grade.

There's a decent chance that is has already been tried when a PCGS one would sell for several hundred more.
