Have you looked at Latvia/Livonia? The CR monogram is seen on some coins of Riga, I believe.

Might be "CAR" at 1:00 in relation to the monogram. Perhaps?:

Yes. This one is Duchy of Livonia solidus/schilling https://en.numista.com/catalogue/pieces31470.html

On the General Forum/Identification thread, you have a Riga City solidus/schilling of the same era. Livonia was split apart by wars in mid 16th century resulting in two entities alternately ruled by Poland and Sweden, until Russia gobbled up the whole thing.
