Reverse shows it is definitely a schilling/solidus. If you rotate about 90 degrees counterclockwise, you will see legend SOLIDUS CIVI ------ Riga would be RIGENSIS and have crossed keys as device in center of reverse.
Yes, Livonia was under Sweden by then. Should be findable in Numista with that as starting point.
