Usually, missing letters/numbers like this are due to a Grease Fill in the die. I think that's the case here. It's fairly common.

The die was over polished and it reduced the devices. The Grease Fill call is correct. Note the 'I' On LIBERTY? That is the normal size of the devices. So the center devices were over polished and the 'L' was completely filled with grease.
